Hëngî-kihe Fêqê (/ˈjɘlɘ/ /ˈkihe/ [clay] [field; pasture; prairie]) is a subtropical Town located in the Sihîlêsê Zone of the Union of Engineers.

The name Hëngî-kihe Fêqê is derived from the Iron Elvish language, as Hëngî-kihe Fêqê was founded by Trêj Tsîpî, who was culturaly Iron Elven.

Climate

Hëngî-kihe Fêqê has a yearly average temperature of 25°C (77°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a pleasant 22°C (71°F). Hëngî-kihe Fêqê receives an average of 209 cm/y (82 in/y) of precipitation, most of which comes in the form of rain during the fall. Hëngî-kihe Fêqê covers an area of nearly 5 km2 (2 mi2), and an average elevation of 8326 m (-15633 ft) above sea level.

Overview

Hëngî-kihe Fêqê was founded durring the early 16th century in winter of the year 1503, by Trêj Tsîpî. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Trêj Tsîpî.

Hëngî-kihe Fêqê was built using the conventions of Iron Elven durring the early 16th century. Naturaly, all settlmentss have their own look to them, and Hëngî-kihe Fêqê is no diffrent. The town's buildings feature masoned stone construction which prominantly features pointed arches, pointed ribbed vault cielings, flying buttress', and window tracery all of which share a simmilar gemoetetic patern halfway between organic and inorganic in design formaing a very distinct aesthetically integrated style. BUildings tend to reach for the havens, and more expencive homes are easily identified by their floor count as well as the addition of decorative features intigrated into the building's design such as statues, gargoyals, and embelished joinery.

Hëngî-kihe Fêqê is buildings are arranged arround a network of narrow split-log ties streets which form a diagonal shaped grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The town emploies a series of defencive earthworks, spikes, and fences to provide some protection against wild beasts and smaller groups of intelegent foes. Hëngî-kihe Fêqê's minimaly adiquite are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.

Hëngî-kihe Fêqê has the unmistakable air of a town on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled Hëngî-kihe Fêqê ’s existence has dried up and the town is drifting down the stream of history as it dries up. The people are clearly worried about something, and everyone is either wearing a weapon or has one close at hand. Your gut tells you it’s not mere fate which has caused this town to begin failing...

Civic Infrastructure

Hëngî-kihe Fêqê possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.

Hëngî-kihe Fêqê has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Hëngî-kihe Fêqê has a Guild of Nurses, which is tasked with caring for the elderly and infirm in accordance with local ordinances, religious values, and customs.

Hëngî-kihe Fêqê has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Hëngî-kihe Fêqê has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Hëngî-kihe Fêqê's public wards, blessings, and other arcane systems.

Hëngî-kihe Fêqê possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Hëngî-kihe Fêqê's grid is powered by a god's will and kindness.

Hëngî-kihe Fêqê's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.

Hëngî-kihe Fêqê has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Hëngî-kihe Fêqê has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Hëngî-kihe Fêqê's town hall was built using a different architectural style from the rest of the town. The style used is characterized by dynamic designs and complex architectural plan forms; intended to heighten feelings of motion and sensuality, and frequently based on the oval. It made extensive and extreme use of: Grandeur, Contrast, Curves and twists, Rich surface treatments, Gilded statuary, Bright colors, Vividly painted ceilings, Fragmented or deliberately incomplete elements, Large-scale frescoes, Dramatic central projections on an external facade, the use of plaster, stucco, or marble finishing, Illusory effects such as trompe l’oeil, and pear-shaped domes. While beloved by the nobility, the common folk tended to despise the style due to the massive consumption of resources required for even a small building constructed in this style.

Due to the actions of local Kami, winter is recurring in Hëngî-kihe Fêqê.

The Butterfly/Moth near Hëngî-kihe Fêqê are known to be a mutant strain of the creature.

Hëngî-kihe Fêqê's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves line dance to channel Summoning energies of tier 2 via moments of science.

Economy

In time immemorial, reportedly some time during the early 2nd century a local hero by the name of spared the town from an attack. The recitation of the hero's story remains a popular tavern and fair tale.
